This seems to be mocking, and yet I suspect, with a few exceptions, it's mostly people who so enjoy Herzog's films that they watch his commentary assiduously who will get this joke.
Needless to say (maybe everything we say we say, in a way, needlessly): Werner Herzog is one of my favourite directors.
